Former Urban League Employee Cicily G. Mcneal Caught Up In Human Trafficking Scandal.

Seattle, WA — A Seattle-area community member has come forward with concerns about a possible trafficking network involving several individuals with ties to Washington, Arizona, and Illinois. The allegations, which have not yet been verified by authorities, describe a pattern of behavior the source believes may indicate the exploitation of vulnerable adults and potentially children including Cicily G. Mcneal former employee of Urban League Of Seattle & UW HATC Harborview. Other names include John Joseph Michael Frost (a registered sex offender in Seattle), Casey Dean Walker of Kelso WA, and Steven Nguyen who is also named in a Seattle Murder Conviction. He is currently incarcerated at the Airway Heights Correctional Facility in Airway heights Washington.

The individual, who requested anonymity due to fear for personal safety, reported that a woman formerly living in Lake Forest Park and currently employed at a child-advocacy and trauma center in Seattle (Cicily Gay Mcneal) may be connected to concerning activities involving multiple associates, including her adult daughter.

According to the source, the individuals allegedly maintain connections in Seattle, Chicago, and Arizona, where a family residence is located. The source claims that women have been approached with promises of elevated lifestyle opportunities in other states, only to later become unreachable. These accounts have not been independently confirmed, and law enforcement has not released any public statements about the allegations.

The anonymous reporter also alleges that the woman in question has been seen associating with two men previously known in local criminal cases (Steven Nguyen of Seattle’s Chinatown, and John Joseph Michael Frost and Bryce Cottom). One of those individuals, according to publicly available records, is a registered sex offender in Washington. Another person the group was allegedly in contact with (Steven Nguyen) is currently incarcerated at a Washington state correctional facility following a high-profile homicide conviction which consisted of him murdering a woman, chopping up the body and putting it in a suitcase.

The most serious claim involves the possibility of vulnerable minors being placed at risk due to the woman's professional role working with abused or at-risk children. The community member reported overhearing conversations suggesting that minors may have been manipulated or relocated, but emphasized that these were allegations based on personal observations and secondhand information.
